Coalition's fuel tax freeze will be paid for through borrowing

Transport Minister Chris Bishop says the coalition's freeze on fuel tax will almost certainly require more borrowing, while Labour leader Chris Hipkins wouldn't rule out needing to borrow to fill the shortfall in the transport fund.
