MANILA, Philippines — The southwest monsoon or “habagat” will trigger rains over Luzon and Western Visayas on Tuesday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). “The southwest monsoon or habagat is currently affecting Luzon and the western section of the Visayas.
