‘Sabon scammers' difficult to arrest unless complaints are filed - cops

LAPU-LAPU CITY, Cebu — Apprehending vendors allegedly involved in a roadside selling scam remains challenging unless formal complaints or cases are filed against them, local authorities said. The issue came after reports surfaced about vendors approaching motorists and commuters at busy intersections to pressure them into buying products, particularly laundry detergents. Cebu City Mayor Nestor Archival said he earlier instructed Cebu City Police Office (CCPO) Director George Ylanan to apprehend the individuals reportedly involved in the scheme.
