MANILA, Philippines — Malacañang on Tuesday rejected Senate President Alan Peter Cayetano’s claim that the arrest of Senator Jinggoy Estrada for plunder inside the Senate premises constituted executive overreach and an affront to the chamber’s independence as a coequal branch of government. “Independence from what?
