MANILA, Philippines — Last Monday, Sen. Jinggoy Estrada said he was surrendering to the Philippine National Police (PNP) after the Sandiganbayan ordered him arrested over his alleged involvement in the flood control corruption scandal. In a statement on Tuesday, PNP chief Gen.
