MANILA, Philippines — The Philippine National Police (PNP) maintained that former Public Works and Highways secretary Manuel Bonoan will not be given VIP treatment while undergoing treatment at the agency’s hospital in Camp Crame, Quezon City. Bonoan, Sen.
