MANILA, Philippines — Sen. Jinggoy Estrada cannot be detained at the Philippine National Police Custodial Center in Camp Crame, Quezon City, the PNP said on Thursday. “I already directed our Legal Service to prepare a response and explanation to the Sandiganbayan on this matter,” PNP chief Gen.
