The House on Thursday rejected a war powers resolution that would direct President Trump to remove troops from hostilities in Lebanon that Congress has not authorized.
The lower chamber voted 324-92-2. Opposing the resolution were 207 Republicans, 117 Democrats, and one independent, Rep. Kevin Kiley (I-Calif.)
Rep. Thomas Massie (R-Ky.) was the lone Republican to vote in favor of the resolution, while Reps. Betty McCollum (D-Minn.) and Derek Tran (D-Calif.) voted present.
The resolution, sponsored by Rep. Rashida Tlaib (D-Minn.), notes that “Congress has not declared war with respect to, or provided any specific statutory authorization for, United States military participation in the military action by Israel in Lebanon, and the United States has not designated any actor inside Lebanon under any authorization for use of military force.”
Tlaib wrote on the social platform X Thursday that “11 children are being killed every day in Lebanon. The indiscriminate bombings must stop. The government of Israel has expanded strikes across the country despite a ceasefire.”
However, House Minority Leader Hakeem Jeffries (D-N.Y.) and other Democratic leaders came out with a statement on the resolution arguing that “currently there are no U.S. servicemembers involved in combat operations or hostilities in Lebanon.”
They also noted that they believe the best legislative vehicle to take action on the issue would be a different war powers resolution on Lebanon, also introduced by Tlaib. That resolution would direct Trump to remove troops engaged in hostilities in Lebanon but notes that “nothing in this concurrent resolution may be construed to prevent or limit security cooperation with the Lebanese Armed Forces or the protection of diplomatic facilities.”
The vote comes just one day after House lawmakers passed a resolution aimed at limiting Trump’s military action in Iran. Four Republicans — Reps. Brian Fitzpatrick (Pa.), Tom Barrett (Mich.), Warren Davidson (Ohio) and Massie — broke ranks to support the measure.
