
Businesses in Albufeira say they have been left facing “panic and anguish” after the municipality introduced new restrictions on nightlife in some of the Algarve’s busiest tourism areas, according to Expresso newspaper.
The measures, which came into force this month, affect Oura, Avenida Sá Carneiro (“The Strip”), the Old Town and central Albufeira. Under the new rules, convenience stores, mini-markets and alcohol retailers must close by 11pm, bars by 3am and nightclubs by 5am.
The move fulfils a campaign promise by mayor Rui Cristina, the only Chega mayor elected in the Algarve, who pledged to tackle excesses associated with the town’s nightlife scene.
While business owners acknowledge that problems exist, they say they were not consulted before the changes were announced and were given no transition period. According to Expresso, traders had expressed willingness in May to work with the council on joint solutions, only to be confronted with the new regulations days later.
The municipality is also requiring venues to install noise limiters and monitoring equipment this month as part of a wider effort to reduce disturbances.
Albufeira council argues the measures are necessary and should have been implemented long ago.
As The Resident reported in June last year, the municipality introduced a public behaviour code, following repeated incidents linked to excessive drinking and disorder. The measure, which came into force on June 24, 2025, introduced a range of fines for behaviours “deemed inappropriate”, such as “wearing swimwear outside beach or pool zones; drinking alcohol in the street; urinating or defecating in public; nude or sexual acts in public; and wild camping, sleeping rough, or spitting in public”.
The Albufeira Commercial Association fears the latest noise restrictions could affect businesses during the peak tourism season. The association notes that the municipality recorded 3.2 million overnight stays last summer, with visitor numbers expected to rise even further this year.
