
MANILA, Philippines — The Department of Human Settlements and Urban Development (DHSUD) has ordered the extension of the deadline for the re-registration of homeowners’ associations (HOAs) previously registered with the Securities and Exchange Commission (SEC) and Home Insurance Guarantee Corporation (HIGC) until Dec. 18, 2026.
DHSUD Secretary Jose Ramon Aliling signed Department Order No. 2026-007, series of 2026, providing a six-month extension from the June 18, 2026 deadline for the identified HOAs.
Aliling said senior officials and the Homeowners Association and Community Development Bureau (HOACDB) recommended the extension after an in-depth assessment and consultation with stakeholders.

“This move is based on the consultations and online feedback from our stakeholders. After careful evaluation, we have come up with this decision to ensure that all HOAs will be registered under DHSUD,” Aliling said in a news release on Sunday.

Under Section 4 of Republic Act No. 9904, or the Magna Carta for Homeowners and Homeowners Associations, all subdivisions and government housing HOAs, including those registered with the SEC and HIGC, are required to re-register with DHSUD, formerly the Housing and Land Use Regulatory Board (HLURB).
Pursuant to Section 32 of the Revised Implementing Rules and Regulations (IRR) of RA 9904, the registration of homeowners’ associations that failed to comply with the re-registration requirement by June 18, 2025, shall be automatically suspended.
Suspended HOAs and their members may no longer exercise their rights and powers stated under Republic Act No. 9904 and its 2024 revised IRR, request assistance from DHSUD for complaints and conflicts, and file complaints with the Human Settlements Adjudication Commission.

HOAs registered under HLURB and condominium corporations are excluded from this order.
DHSUD reminded all HOAs to process their re-registration as early as possible and not wait for the deadline to avoid longer processing times.
