
MANILA, Philippines — The National Police Commission (Napolcom) staffer, who allegedly threatened a transport network vehicle service (TNVS) driver after their cars collided, apologized over the incident.
The staffer appeared before the media and Napolcom Commissioner Rafael Calinisan, who identified him as Jaime Flores Jr., in a press briefing at their Quezon City office on Monday morning.
“I would like to address and apologize for the recent road incident that caused public uproar, emotional distress, and confusion,” Flores maintained.

“I let my emotions get the best of me and anger prevailed over tolerance and professionalism expected from a public servant,” he explained.
Flores was arrested over the weekend after colliding with the TNVS driver along Epifanio delos Santos Avenue (Edsa) near Ortigas Avenue and allegedly drew his firearm at the latter, according to the Quezon City Police District.
Flores now faces a grave threat complaint before the Quezon City Prosecutor’s Office.
Although the TNVS driver was set to file an administrative case before Napolcom also on Monday, according to Calinisan, he no longer appeared.

Nonetheless, Napolcom relieved Flores from his current duties and placed him under Napolcom’s holding unit while pending an administrative investigation.
“A show-cause order has already been served directing Flores to submit his written explanation within five days, after which the Commission will conduct a preliminary investigation to determine whether a prima facie case exists and whether a formal charge should be filed,” Napolcom explained in a statement later on Monday.

It also noted that Calinisan ordered all Napolcom Inspection, Monitoring and Investigation Service (IMIS) personnel to undergo drug testing and psychological examination in response to the incident.
Flores was a personnel under IMIS, Calinisan noted. /das
