
Loulé Municipal Council will allow certain construction and demolition works to continue in urban tourist areas during the peak summer season, provided developers can justify the need for an exemption.
Under existing rules, building works in the municipality’s tourist zones are typically suspended between July 1 and August 31 to minimise disruption during the busy holiday period.
However, the council said developers wishing to continue projects this summer were required to submit a formal request to the Department of Urban Planning and Territorial Administration, outlining the justification for an exemption.
Applications had to include details on the scope and nature of the works, an up-to-date photographic survey of the site, a detailed schedule of planned activities, proposed working hours and measures to reduce environmental and noise impacts.
In a statement, the municipality stressed that projects causing significant disruption to residents and tourists would not be approved.
“Any works that imply a reduction in citizens’ quality of life, inconvenience, traffic congestion or a violation of the right to rest and relaxation cannot be authorised,” the council said.
The initiative aims to balance support for developers, by minimising financial losses linked to the seasonal suspension, with the need to protect the wellbeing of residents and visitors during the height of the tourism season.
