
MANILA, Philippines — Palace Press Officer Claire Castro said Wednesday that Executive Secretary Ralph Recto, Agrarian Reform Secretary Conrado Estrella III, and Labor Secretary Francis Tolentino will oversee government operations during President Ferdinand Marcos Jr.’s two-day working visit to Kazan, Russia.
Marcos is traveling to Kazan to participate in the ASEAN-Russia Commemorative Summit and meet bilaterally with Russian President Vladimir Putin. He and his delegation departed Villamor Air Base in Pasay City shortly before midnight on Tuesday.
The summit will center on cooperation in security, trade, energy, food security, and other key areas.

The Kazan Declaration 2026 is expected to be adopted during the gathering, while Asean member states and Russia are also expected to issue joint statements on energy and cultural cooperation.
In addition, Asean leaders and Putin are set to adopt the Asean-Russia Comprehensive Plan of Action 2026–2030, which will serve as the principal roadmap for advancing cooperation across the political-security, economic, and socio-cultural pillars of the partnership.
Marcos is scheduled to return to Manila on June 18.
