
CAGAYAN DE ORO CITY, Philippines — The city government, with support from other government agencies, launched its Child Development Centers (CDCs) and Supervised Neighborhood Play (SNP) facilities here on Tuesday.
The first CDC and SNP facilities opened in Barangay Macabalan within the compound of its daycare center, while the other is inside the headquarters of the Police Regional Office-Northern Mindanao in Barangay Lapasan.
The CDC and SNP are part of the City Social Development Department’s Early Childhood Care and Development Program, which fosters children ages three to four in preparation for kindergarten.

In a statement, Mayor Rolando Uy said his administration has always prioritized making basic education services accessible and inclusive for communities.

“Education is an investment, as I believe that sustainable development starts in education,” he said.
As per the 2025 Child-Friendly Local Governance Audit (CFLGA) for the 2024 performance year, the city earned an outstanding score of 88 percent, according to the Department of the Interior and Local Government.
The CFLGA demonstrates the city’s commitment to promoting children’s rights by creating a safe, inclusive, supportive and nurturing environment where all children can thrive and reach their potentials. /apl
