
MANILA, Philippines — Sen. Alan Peter Cayetano is back as Senate minority leader.
This was manifested in the plenary on Wednesday by Cayetano’s ally, Sen. Loren Legarda.
“On behalf of the minority, may I manifest for the record that Sen. Alan Peter S. Cayetano shall serve as the minority floor leader, likewise the minority members present here,” Legarda said.

“This is without prejudice to the final resolution of the case currently pending before the Supreme Court. And this manifestation is to ensure the orderly discharge of the functions of the whole Senate as an institution and the minority during the pendency of said case,” she added.

Nine minority senators led by Cayetano on Tuesday filed a petition before the high tribunal, seeking to nullify the June 3 reorganization of the chamber with only 12 of 24 senators present.
It was during the same proceedings that Sen. Sherwin Gatchalian was installed as Senate president pro tempore and has since assumed Cayetano’s role.
Gatchalian’s election as Senate president was only made official early this Wednesday, in a special session attended by 13 senators.

Cayetano was also minority leader from 2010 to 2013 and from September 2025 until he was elected Senate president on May 11. /mcm
