
MANILA, Philippines – The Department of Energy (DOE) boosted capacity and extended deadlines for its special waste-to-energy auction to attract more bidders.
The DOE said on Friday that it would increase the installation target for thermal combustion WTE projects under the Green Energy Auction Program to 400 megawatts (MW) from the original 230 MW.

“This expansion aims to accelerate the deployment of WTE technologies while supporting the country’s clean energy transition and solid waste management objectives,” the DOE said.

The DOE also revised project timelines to accommodate development requirements and boost investor confidence.
Under the revised schedule, the DOE extended the mechanical completion deadline to December 2028 and moved the delivery commencement date to December 2029.
The agency said the adjustments will help ensure participating projects remain financially viable and technically sound.
To encourage broader participation, the DOE also extended the registration period for qualified suppliers until July 31, 2026, giving interested parties more time to comply with auction requirements.

In addition, the DOE will allow registrants awarded WTE or biomass energy operating contracts by the end of the registration period to join the auction.
The DOE said the expanded capacity and extended timelines will attract more bidders, boost competition and support the rollout of innovative WTE solutions.

WTE projects convert municipal waste into electricity, helping diversify the country’s energy mix while addressing waste disposal challenges.
To formalize the changes, the DOE said it would issue an amendment to Department Circular No. DC 2026-04-0011 and the corresponding supplemental terms of reference.
The amendments will reflect the revised capacity allocation, extended timelines and other adjustments to the auction parameters.
