
LAPU-LAPU CITY, Cebu — Families included in the latest list of potential Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in Cebu and Bohol must first undergo eligibility verification before they can enroll, the Department of Social Welfare and Development (DSWD) Field Office 7 said.
The reminder came after the agency released the Set 14D and 14E lists containing 57,015 potential beneficiary households identified through the Philippine Statistics Authority’s Community-Based Monitoring System (CBMS).
Copies of the lists were posted in barangay halls and other public areas together with advisories detailing registration schedules, venues, documentary requirements, and other guidelines.

The agency, however, emphasized that inclusion in the lists does not immediately qualify a household for the cash grant program.
“Inclusion in the list does not automatically guarantee enrollment in the Pantawid Pamilyang Pilipino Program,” DSWD-7 Regional Director Shalaine Marie S. Lucero said in a statement.
Validation process
DSWD-7 said all potential beneficiaries will still undergo an assessment to determine whether they meet the eligibility requirements of the program.
The validation process includes verifying the presence of qualified school-aged children and reviewing the completeness of documentary requirements submitted by household members.
Potential beneficiaries must prepare the following documents during registration:
Birth certificates of children
Valid government-issued ID of parent or guardian (PhilSys ID, UMID, Driver’s License, Voter’s ID, or other government ID)
Marriage certificate (if applicable)
School ID or Certificate of Enrollment for children attending school
Solo Parent ID, Persons with Disabilities (PWD) ID, or other proof of vulnerability (if applicable)
Affidavit of Guardianship or other legal proof if the caregiver is not the biological parent
All household members must also be registered under the Philippine Identification System (PhilSys) to facilitate identity verification.

The agency said the screening process is essential to ensure government assistance reaches households that are genuinely eligible under program guidelines.
4Ps beneficiaries
DSWD-7 said that families who are now financially stable or no longer meet the program’s requirements may be removed from the list after checking and validation.
Meanwhile, members of the public who believe some households are not qualified for the program can report it to the nearest 4Ps City or Municipal Operations Office for review.
The 4Ps is the government’s flagship poverty reduction program that provides conditional cash grants to qualified poor households.

Households tagged as poor or near-poor in the CBMS database may qualify if they meet socio-demographic requirements, including having pregnant members, children aged 18 and below, or multiple indicators of vulnerability.
The DSWD gives priority to families with more children and younger dependents who require sustained health and nutrition support.
The program also prioritizes vulnerable sectors, including solo parents, persons with disabilities, Indigenous Peoples, senior citizens acting as caregivers, and residents of geographically isolated communities.
