
LAPU-LAPU CITY, Cebu — Cloudy skies with scattered rains and thunderstorms will affect Cebu on Monday, June 22, the state weather bureau said.
In its daily outlook, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said current conditions are due to the southwest monsoon or habagat.
The southwest monsoon brings warm, moist air from the southwest, causing cloudy skies, frequent rain, and thunderstorms.

On Monday morning, the bureau issued a general flood advisory warning that light to moderate rainfall might affect Cebu’s rivers and tributaries.
These include those in Cotcot, Mananga, Guinabasan, Balamban, and Sapangdaku.
Pagasa urged residents in low-lying areas of these river systems and near mountain slopes, as well as local disaster response units, to take necessary precautions.
Conditions in Visayas
Pagasa forecast similar rainy conditions for the rest of the Visayas, Occidental Mindoro, and Palawan, including Kalayaan Islands.
Light to moderate winds from the southwest, along with slight to moderate seas, will prevail in these areas throughout the day.
Typhoon Francisco intensifies
Meanwhile, Pagasa has continued monitoring Typhoon Francisco (international name: Mekkhala) within the Philippine Area of Responsibility (PAR).
As of 4 a.m. on Monday, the bureau located the typhoon at 715 kilometers east of Tuguegarao City, Cagayan.
It packed maximum sustained winds of 140 km/h near the center, with gustiness of up to 170 km/h.

The typhoon was last seen moving west-northwestward over the Philippine Sea at 30 km/h.
Pagasa said the weather system may decelerate before recurving and exiting PAR by Friday, June 26.
Strong winds, seas
Pagasa has since raised Tropical Cyclone Wind Signal No. 1 over Batanes, the northeastern portion of Cagayan, and the eastern portion of the Babuyan Islands.
While Typhoon Francisco is forecast to bring strong winds to northern Luzon, the habagat will bring strong to gale-force gusts in the following areas today:
La Union, Pangasinan, CALABARZON, Romblon, Masbate, most of the Visayas, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, Camiguin, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental.

Rough seas of up to 3.5 meters may affect the eastern seaboards of Babuyan Islands and mainland Cagayan, while waves of up to 3.0 meters may prevail over the eastern seaboards of Batanes and Isabela.
Pagasa urged the public and local governments to monitor the latest updates and take appropriate measures amid these weather conditions.
