
MANDAUE CITY, Cebu — Job-order (JO) workers and Clean and Green personnel the Mandaue City Government employs may soon receive higher compensation following the approval on first reading of a proposed ordinance seeking to increase their honoraria.
Councilor Joel Seno said that the proposal aims to raise the honorarium of job-order workers from ₱435 to ₱450, an increase of ₱15 per day. Seno chairs the Committee on Appropriations, Budget, and Finance.
The proposed increase in the monthly honorarium of Clean and Green Program personnel is from ₱4,500 to ₱4,800, or an additional ₱300 per month.
Mandaue City workers’ conditions
The increase is intended to help workers cope with rising living costs and, Councilor Seno pointed out, is long overdue. He noted that the last salary adjustment for these workers was implemented more than two years ago.
“I think to cope with the times, we also have to think about the employees,” he said.

Inflation increased by an average of 3.2 percent in 2024 and 1.7 percent in 2025. It has so far averaged 4.5 percent as of May 2026, official government figures showed.
The proposed increase in the Mandaue City job-order workers’ honorarium hovers at 3.4 percent. The proposed increase for Clean and Green workers is about 6.6 percent.
Varies depending on days worked
Seno explained that all job-order workers receive the same daily rate. Their total earnings vary depending on the number of days they are required to render service.
“Some are rendering service for 20 days, others 24, and others 30, depending on the exigency of service,” he explained.
The ordinance has already passed first reading, and city officials aim to expedite its approval process so that the increase can take effect on July 1.
If approved, the increase would provide additional financial support to thousands of city-paid workers who have been waiting years for an adjustment in their honoraria. Seno described the planned increase as “long overdue,” emphasizing the city government’s commitment to recognizing the contributions of its workforce.
