COTABATO CITY — The Department of Human Settlement and Urban Development – Soccsksargen Region (DHSUD-12) warned the public on Tuesday against “hulugan” or “installment” lots for sale on social media platforms.
“Selling, offering for sale, or advertising subdivision lots or ‘raw lots’ on Facebook or other online platforms without a valid certificate of registration and license to sell (CRLS) issued by DHSUD is prohibited by law,” DHSUD-12 Regional Director Benleo T. Jarangue said in a statement.
He said various social media platforms are now flooded with offers to sell raw lots or subdivision lots using massive persuasive strategies, but without a permit from DHSUD.

He warned that advertising real estate projects without DHSUD approval and engaging in unlicensed real estate sales can lead to administrative, civil and criminal liabilities.
He reminded the public to exercise caution and verify the legitimacy of any real estate project before making reservations, payments or investing.
“Always check whether the project has a valid CRLS and whether the persons marketing or selling the property are duly authorized to do so. Protect yourself from illegal lot-selling schemes, verify first before you invest,” he added.
Jarangue said prospective homeowners who would like to verify whether a subdivision project has a valid license to sell may visit the DHSUD Project Verification System online. /apl
