
MANILA, Philippines—The Commission on Human Rights (CHR) on Tuesday said it launched motu proprio investigations into the fatal shooting at San Jose National High School in Tacloban City, Leyte, as well as separate incidents in Cavite schools.
In a statement on Tuesday, the CHR said its Regional Office VIII deployed a team to conduct a motu proprio investigation into the shooting incident and said it will continue monitoring the case to ensure the rights and dignity of all parties.
Given that the alleged perpetrators are minors aged 14 and 15, the Commission emphasizes the need for a “careful and principled approach.”

While it calls for a full and impartial investigation to ensure accountability and justice, it likewise reminds authorities to strictly observe the Juvenile Justice and Welfare Act.
The Commission is also alarmed with the stabbing incidents at Cavite National High School and Bethel Academy of General Trias in Cavite in the past week.
The CHR Region IV-A office is likewise carrying out its own motu proprio investigation into the cases.
“Schools, serving as children’s second homes, are mandated to be zones of peace and primary sanctuaries for the realization of the right to education,” said the CHR.

“Any act of violence within these premises is a direct assault on the fundamental rights of children to learn and thrive in a secure, nurturing environment,” it added.
In response, the Commission calls on the government, the Department of Education, the Philippine National Police, and local government units to reassess and reinforce school safety and security protocols.

The CHR also highlights the need to strengthen preventive psychosocial interventions.

Moreover, the CHR urges the media and public to avoid sharing any identifying photos or details of the children involved, in line with child protection and privacy standards.
