
MANILA, Philippines — The repair of two of the three pumping stations in Roxas Boulevard in Manila is expected to be completed by the first week of July after being stalled for a year, Public Works and Highways secretary Vince Dizon said on Wednesday.
Dizon made the assurance when he inspected the Padre Faura pumping station, situated in front of the Dolomite Beach in Manila Bay.
Dizon said the pumping station, along with Remedios and Abad pumping stations were broken for a year already despite being finished in 2024.

“By the end of June, these pumping stations in Roxas Boulevard will now be connected to Meralco and at the same time, the repairs will be done by the first week of July at the latest. The repair of Padre Faura has been finished, so we’re just waiting for the completion of Remedios and Abad [pumping stations],” Dizon told reporters in an interview.
Dizon noted that the three pumping stations were damaged after accumulating too much waste despite being meant to absorb flood waters from Taft Avenue all the way to P. Ocampo St.
He then attributed the widespread flooding in the areas due to the faulty pumping stations.

Dizon also said that the three pumping stations have not been connected to electric power firm Meralco since the completion of their construction as they were only relying on generator sets.
He clarified that the Padre Faura pumping station will not wash out the dolomite sand once it starts flushing out floodwater.

He added that after the repair completion, he will coordinate with the Metropolitan Manila Development Authority and the local government unit (LGU) of Manila on who will be tasked in operating and maintaining the pumping stations.
“If I were to be asked, I think it’s better if the City of Manila will operate these because they have more knowledge so we will provide them technical support,”said Dizon.
As the 2026 national budget has no funds allocated for local flood control projects, Dizon said that the repair of the pumping stations was sourced from their maintenance funds.

He also said that he instructed the district engineer and regional director of the agency in Manila to allot a budget for the construction of big drainage systems along Taft Avenue in 2027.
More flood mitigation plans
Dizon shared that he will meet with Pasig City Mayor Vico Sotto on Wednesday afternoon to discuss infrastructure and flood control plans in the city.
He said that among the things they will tackle include the widening of sidewalks, road repairs, and assessment of flooding along C-5 road.
He added that he will also inspect more low-lying areas in Valenzuela City that are prone to flooding.
Dizon earlier said that the operation and maintenance of nine pumping stations in Valenzuela City will be under the city government starting June this year. /gsg
