MANILA, Philippines – The Department of Information and Communications Technology (DICT) rolled out digital IDs for delivery riders, aiming to curb fraud, protect consumers and formally recognize legitimate couriers. The agency launched Phase 2 of the Pemedes Licensing Portal, introducing the Messenger Work License (MWL) Virtual ID to help professionalize the delivery sector.
