MOSCOW, June 24. /TASS/. The world has undergone irreversible transformations, and the first half of this year vividly underscored this reality. Even in the aftermath of war, few events have matched those capable of plunging the global community into the abyss of military catastrophe, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, has stated.
"I am convinced that the time has come for a modern re-examination of fundamental international legal principles. The world has changed irrevocably - something we are all witnessing firsthand. The first half of this year alone has demonstrated this more clearly than ever before. There have probably been no such tumultuous events in the post-war period that could threaten to send the world into a catastrophic military crisis," Medvedev stated at the St. Petersburg International Legal Forum (SPILF).
Nevertheless, he stressed that the goal should be to breathe new, contemporary meaning into existing international legal principles, rather than rushing toward radical reforms of international legal institutions - an approach sometimes prematurely suggested in certain discussions.
Medvedev also expressed his conviction that the effectiveness of public international law depends on a foundation of relative stability. "Absolute stability is an illusion; however, relative stability is essential," he emphasized.
