CEBU CITY, Philippines — Cebu Governor Pamela Baricuatro has publicly thrown her support behind suspended Minglanilla Mayor Rajiv Enad despite the Ombudsman’s recent filing of graft charges against him and 12 other municipal officials over their rejection of a controversial quarry rehabilitation plan.
