
SANTIAGO CITY, Isabela — The Batanes Provincial Disaster Risk Reduction and Management Office (PDRRMO Batanes) issued an emergency advisory on Thursday, banning cogon-roofed tricycles from plying open roads due to strong winds and rains from Typhoon Francisco and the southwest monsoon or habagat.
The disaster response office noted that the cogon-roofed tricycle has been a common fixture among tourists and means of transport in Batanes due to its iconic, eco-friendly design. During ordinary times, cogon roofs provide natural insulation against the sun while allowing ocean breeze to pass through.
However, because of its weak structure, the PDRRMO said that it can easily be swayed or toppled by winds.

The PDRRMO has also imposed a “strict no-descent policy” along the Chawa view deck as sea waves have reached 3.8 meters.
Tourists and villagers were also cautioned against trekking Vayang Rolling Hills, Rakuh a Payaman, Marlboro Country, due to the muddy and slippery routes, which may cause accidents.
Hotel operators and tour guides were warned not to venture out and had been asked to inform their clients and guests to remain at their accommodation for security and safety.
A blue alert status has been hoisted in Batanes, while sea travel remains suspended./coa
