Criminal Responsibility of Minors and Discernment
On June 22, 2026, two Grade 9 students — a 15-year-old and a 14-year-old — walked into classrooms at the San Jose National High School in Tacloban City and opened fire on their classmates. When the gunfire stopped, three students were dead and several others were wounded.
