
CEBU CITY, Philippines — Lacking funds to widen roads or acquire private property, the Cebu City government will instead maximize existing road space by establishing lay-bys, or pocket lanes, along the Banilad-Talamban (BanTal) corridor, one of Metro Cebu’s busiest traffic chokepoints.
