
MANILA, Philippines — The Philippine National Police (PNP) maintained that respect for the rule of law “must be consistent” as the Iglesia ni Cristo (INC) mounted several rallies in Metro Manila on Tuesday.
“The exercise of any right comes with the responsibility to observe the law. Compliance with the legal requirements governing public assemblies, including securing the necessary permits when required, is not a mere formality,” the PNP said in a statement.
“Respect for the rule of law must be consistent. Those who invoke it are likewise expected to observe the legal requirements that apply to everyone. No advocacy, no matter how strongly held, places any individual or group beyond the reach of laws that apply equally to all,” it stressed.

At least four rallies were mounted by the INC at the People Power Monument, Epifanio delos Santos Avenue (Edsa) near Connecticut Street and the Edsa Shrine in Quezon City; and the Liwasang Bonifacio in Manila allegedly without a permit, according to the PNP.
At the People Power Monument rally, organizers played a statement from INC spokesperson Edwil Zabala expressing support for Sen. Rodante Marcoleta, who faces an impending case for plunder over an alleged undeclared P75-million donation during his 2025 senatorial bid.
“We recognize that peaceful public assembly is an essential part of a democratic society, and we remain committed to protecting that right. At the same time, the exercise of any right comes with the responsibility to observe the law,” the PNP said.
“Compliance with the legal requirements governing public assemblies, including securing the necessary permits when required, is not a mere formality. These measures are in place to help ensure public safety, maintain order, and protect the rights of both participants and the general public,” it added. /das
