CALAPAN CITY, Oriental Mindoro — The municipal government of Lubang in Occidental Mindoro has imposed a “no sail policy” for all motorized bancas starting July 1, citing rough sea brought about by a low pressure area.
In Memorandum No. 013, Series of 2026, all motorized bancas are prohibited from venturing into the sea until further notice to ensure the safety of fisherfolk, sea travelers and boat operators.

The order was signed by Mayor Michael L. Orayani, who also chairs the Municipal Disaster Risk Reduction and Management Council (MDRRMC).

The memorandum, dated June 30, said the prevailing weather disturbance has caused rough coastal waters around Lubang, posing significant risks to small sea vessels.
The measure aims to prevent maritime accidents while authorities continue to monitor weather and sea conditions.
Under the directive, the Philippine Coast Guard (PCG), the Municipal Disaster Risk Reduction and Management Office (MDRRMO), and Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) have been directed to strictly enforce the policy.
Barangay officials in coastal communities were also instructed to immediately disseminate the advisory to fisherfolk, residents, and other stakeholders.

The memorandum warned that violations of the no sail policy will be dealt with in accordance with existing local ordinances.
Local authorities said the suspension will remain in effect until sea conditions are declared safe and the no sail policy is officially lifted. /apl
