
CEBU CITY, Philippines — Helping maintain schools as “Peace Zones” is one of the priorities of Lawyer Dominador Cimafranca, the newly appointed regional director of the National Bureau of Investigation Central Visayas Regional Office (NBI CEVRO).
Cimafranca said this during a press briefing on June 30, 2026, where he outlined his plans, saying that this was one of the marching orders of the bureau.

He said that NBI CEVRO would aggressively coordinate with local academic institutions to maintain schools as Peace Zones.
To support the initiative, the bureau will launch a school safety information drive beginning in July. The campaign will educate students and faculty members on cybersecurity, netiquette, and physical security, including the prevention of online scams, cyberbullying, and campus security threats.
He further said that NBI CEVRO will work with local educational boards and stakeholders across Cebu to conduct the seminars directly on school campuses.

Cimafranca also reaffirmed the bureau’s commitment to providing quality investigative and forensic services through advanced methods and equipment in pursuit of truth and justice.
He also underscored the need for stronger coordination among government agencies and the public to improve the bureau’s effectiveness.
“Our office will strengthen interagency coordination and information sharing with partner agencies and the community. The public can expect timely updates and visible progress as we carry out this mission,” he shared.

Cimafranca officially assumed office during the NBI CEVRO Turn-Over of Command Ceremony on June 29, where he took over the posts from Lawyer Jose Ermie A. Monsanto, who has been reassigned to the Negros Island Region.
Before his appointment, Cimafranca served as assistant regional director of NBI CEVRO, making him well-acquainted with the bureau’s operations in Central Visayas.
During the press conference, Cimafranca said the priorities were in line with the directives of the bureau’s leadership.
“I wish to inform the public and our stakeholders that one of my foremost tasking priorities given by higher ups will be the vigorous investigation of cases under our jurisdiction. Our mandate is clear: to uphold the rule of law, protect the rights of citizens, and ensure accountability across all sectors,” Cimafranca said.
He said NBI CEVRO will strengthen its investigation, enforcement, and prosecution of cases within its jurisdiction while maintaining professionalism and accountability in carrying out its mandate.
