MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) on Wednesday warned attendees of the rally led by the Iglesia ni Cristo (INC) at the Edsa People Power Monument not to park their vehicles in restricted areas or they will be cited for a traffic violation.
“In fact, we did not tow cars yesterday but we issued citation tickets under the No Contact Apprehension Policy because parking is not allowed along Edsa and other places like White Plains,” MMDA Chairperson Atty. Don Artes told reporters in an interview.

Authorities earlier said that the gathering had no permit. The local government unit of Quezon City, however, said that a permit was secured for the rally on Wednesday.
With the issuance of permit, Artes said that limited parking of vehicles is allotted for attendees along White Plains Avenue and Temple Drive.
“They can park there but we will issue tickets if they park along Edsa, Ortigas flyover,” Artes stressed.
Artes also said that there is no directive with the MMDA to block cars along the location where the rally is being held.
