
Jakarta (ANTARA) - Minister of Micro, Small and Medium Enterprises (MSMEs) Maman Abdurrahman said the government and several e-commerce platforms have agreed to temporarily postpone any increase in service fees charged to merchants.
Maman said the agreement resulted from discussions between the Ministry of MSMEs and major online marketplaces aimed at maintaining a conducive business environment while the government completes the integration of its digital systems.
"The platforms and the Ministry of MSMEs have agreed to put this on hold while we accelerate the integration of the system," Maman told a press conference in Jakarta on Wednesday.
He said the government is currently prioritizing the integration of the ministry's SAPA UMKM platform with the systems of individual e-commerce marketplaces.
The integration is expected to accelerate the implementation of policies designed to protect micro and small enterprises and strengthen their competitiveness in the digital marketplace.
Maman said the integration involves several major platforms, including Shopee, TikTok Shop, Tokopedia, Lazada and Blibli.
He stressed that the government's immediate priority is to ensure that micro and small businesses selling through online marketplaces benefit from the new regulations before considering any policy that could potentially increase merchants' costs.
The Ministry of MSMEs recently issued Ministerial Regulation No. 3 of 2026 on the Protection and Enhancement of the Competitiveness of Micro and Small Enterprises in Electronic Commerce.
Under the regulation, any changes to the type or amount of digital business partnership fees before the expiration of an agreement may only be made with the mutual consent of the electronic commerce platform operator and the participating micro or small enterprise.
The regulation defines service fees as administrative charges, commissions or other application-related fees imposed on micro and small enterprises for using an e-commerce platform's application, system or core services for each transaction.
It also requires eligible micro and small enterprises to receive service fee discounts of up to 50 percent.
Maman previously said all participating marketplace platforms had expressed their readiness to implement the new regulation.
However, implementation will begin only after the integration of the SAPA UMKM platform is completed, enabling eligible businesses to be identified automatically and ensuring that incentives are distributed accurately.
