The Building Amendment Bill has passed its first reading in Parliament, with only the Greens opposed.
The legislation shifts liability for defects to a 'proportionate' model where those who carry out the work are held responsible for that aspect of it.
It also brings in mandatory home warranties for most new builds, and includes 10-working-day consenting for residences with sustainability features like solar panels.
The government said the change will make it easier and faster to build homes and buildings, and improve fairness and consistency.
The legislation now goes to select committee.
