
MANILA, Philippines – Aboitiz Power Corp. (AboitizPower) has broken ground on the Naga Battery Energy Storage System (BESS), a project that aims to strengthen grid reliability and meet the Visayas’ growing power demand.
The project involves building a 60-megawatt standalone BESS at the Naga Power Plant Complex in Barangay Colon, Naga City, Cebu. The facility will provide contingency and regulating reserve services to help stabilize electricity supply and demand.

A BESS, in particular, stores excess power and releases it when needed to stabilize supply and improve power quality.

Originally built by the National Power Corp. (Napocor) in the 1980s, the Naga Power Plant Complex came under AboitizPower’s ownership in 2018 through the government’s privatization program.

The BESS project marks the site’s shift from thermal power generation to energy storage.

“Before we can attract more investments, we must also ensure that we have the infrastructure to support them. Projects like this 60-megawatt battery energy storage system give us greater confidence that Cebu can continue to grow while maintaining a stable and reliable power supply,” Cebu Governor Pamela Baricuatro said.
“Naga BESS represents transformation in action. It reflects our efforts to strengthen the energy system by investing in people, infrastructure, and technology to enhance the grid’s flexibility, resilience, and reliability,” said AboitizPower Transition Business Group President Celso C. Caballero III.
As more renewable energy comes online, battery storage will play a bigger role in keeping the grid stable by responding quickly to demand fluctuations.
