
MANDAUE CITY, Cebu — More than 200 field personnel of the Traffic Enforcement Agency of Mandaue (TEAM) recently completed a five-day refresher training aimed at improving service delivery and addressing complaints against traffic enforcers.
TEAM head Hyll Retuya in an interview on Friday, July 3 said the training covered the proper approach to motorists, correct apprehension procedures, professional conduct, and measures to prevent incidents such as extortion.
The refresher course was attended by both newly hired and veteran field personnel, including those assigned to mobile and clearing operations. The sessions were conducted in five batches to ensure all field personnel were accommodated on June 22, 23, 24, 29, and 30.

“We see the need nga kinahanglan na gyud. Although, regular atoang pagmeet nila (enforcers) but kaning imo gyud lingkuranan for the whole day idiscuss ang kinahanglan dos and don’ts,” said Retuya.
(We see that this is necessary. Although we meet them regularly we also need to sit down with them for a whole day to discuss dos and don’ts.)
Termination for extortion
Retuya said personnel were warned that anyone found involved in extortion or other illegal activities would face termination.
In the presence of City Administrator Gonzalo Malig-on Jr., video footage of previous cases were also presented during the training to reinforce the city government and agency’s zero-tolerance policy.
“We convey a strong message gyud nga if and when nga naa gihapon masakpan, matangtang gyud [sa trabaho],” said Retuya.

(We emphasized that if they get caught [doing what is forbidden] they will be kicked out of their jobs.)
Other complaints addressed
The training also addressed complaints involving improper conduct, including the misuse of government-issued motorcycles, that could damage the reputation of the agency and the local government.
Retuya said TEAM continues to receive and entertain complaints through the 8888 Complaint Center and direct reports from the public, particularly those supported by evidence.
Personnel found to have violated agency policies, he added, have been subjected to appropriate disciplinary action, including dismissal from service.
In May, three traffic enforcers were dismissed after they were found to have been involved in extortion.
TEAM currently has more than 400 personnel, with over 200 assigned to field operations working in three shifts, including some on 24-hour duty.
