
LAPU-LAPU CITY, Cebu — An anti-bullying ordinance is being proposed in Lapu-Lapu City to strengthen measures against physical and online bullying by establishing clearer systems for prevention, reporting, intervention, and sanctions.
The proposed measure aims to create a more structured local policy that will help protect students and other vulnerable individuals in schools and communities.
It also seeks to align local guidelines with existing policies of the Department of Education, the Commission on Higher Education, the Technical Education and Skills Development Authority, and other concerned agencies.

The ordinance emphasizes the importance of coordinated action among schools, barangays, and local government offices in addressing bullying cases. It provides a framework for proper reporting channels, timely response mechanisms, and appropriate penalties for confirmed violations, with the goal of ensuring safer and more supportive learning environments across the city.
A public hearing on the proposed ordinance was held on Thursday, July 2, led by Councilor Annabeth Cuizon, the measure’s principal author, together with Atty. Susan Baring.
According to the Lapu-Lapu City Information Office, the hearing brought together representatives from schools, barangays, and various government agencies to review the proposed ordinance and provide recommendations to further refine its provisions before it is submitted for approval.
During the hearing, stakeholders offered comments and recommendations focused on improving coordination and response systems for handling bullying incidents.

The inputs gathered during the public hearing will be reviewed and incorporated into the final version of the ordinance before it is submitted for approval. Once enacted, the measure is expected to strengthen the city’s response to bullying and promote safer, more inclusive environments in schools and communities across Lapu-Lapu City.
