Nigeria and Ghana have signed a strategic Memorandum of Understanding (MoU) to deepen maritime cooperation, boost regional trade, and accelerate Blue Economy development in West Africa.
The agreement, signed in Lagos by the Nigerian Maritime Administration and Safety Agency (NIMASA) and the Ghana Maritime Authority (GMA), provides a framework for collaboration in maritime safety and security, capacity building, regulatory development, joint enforcement, research, and the mutual recognition of Certificates of Competency (CoC).
NIMASA Director-General, Dr. Dayo Mobereola, said the partnership reflects the shared commitment of both countries to strengthening the maritime sector as a catalyst for economic growth and regional integration.
He said both agencies would adopt annual implementation plans with measurable targets to ensure the agreement delivers tangible benefits to the maritime industry and the wider economy.
As part of the agreement, the two maritime authorities will establish a Joint Consultative Team to coordinate implementation, monitor progress, and review cooperation programmes through biannual meetings hosted alternately by Nigeria and Ghana.
Mobereola said the partnership would strengthen maritime governance, enhance regulatory efficiency, improve institutional capacity, and reinforce efforts to combat piracy, armed robbery at sea, and maritime terrorism in the Gulf of Guinea.
Director-General of the Ghana Maritime Authority, Dr. Kamal-Deen Ali, described the MoU as a milestone in bilateral relations, noting that Ghana has benefited from Nigeria’s maritime experience in areas such as cabotage, ship registration, and regulatory reforms.
He reaffirmed Ghana’s commitment to fully implementing the agreement, expressing confidence that it would promote regional integration, facilitate trade, and unlock greater Blue Economy opportunities across West Africa.
