
MANILA, Philippines – Batangas Electric Cooperative II (Batelec II) has approved the planned public bidding to select a private sector partner as it seeks to strengthen its distribution operations.
In a statement, the electric cooperative said its board of directors unanimously approved the use of a competitive selection process (CSP) as the framework for evaluating prospective private sector partners, marking the first step before any commercial negotiations begin.

The board also directed its Technical Working Group to prepare the terms of reference (TOR) that will govern the bidding process, including the eligibility requirements and evaluation criteria for proponents.

Batelec II said the CSP will ensure transparency, fairness, competitiveness and equal opportunity among bidders. The process will comply with Presidential Decree No. 269, as amended, NEA Board Resolution No. 88, Series of 2002, and other applicable laws and regulations.
The electric cooperative said it set the rules first before drafting the TOR and accepting bids.
Any partnership involving the cooperative’s assets, property or franchise will remain subject to approval by its member-consumer-owners through a referendum whenever required by law, BATELEC II said.

It also noted that electric cooperatives are increasingly considering private sector partnerships to improve operational efficiency and service quality, but stressed that such arrangements must remain anchored on cooperative principles and sound governance.
BATELEC II said its approach integrates strategic planning, competitive selection, regulatory compliance and member participation into a single governance framework, which it believes could serve as a reference for similar initiatives by other electric cooperatives. /dp
