
The 4,000-person visitor cap for Comino could be revised in the future if needed, according to Tourism Minister Jo Etienne Abela.
Speaking in Parliament on Monday, Abela said the current limit is “not a magic number” and stressed that the government is open to lowering, increasing or otherwise adjusting the cap if circumstances require it.
While he confirmed he intends to continue implementing the Comino strategy introduced by his predecessor, Ian Borg, he said the visitor limit is not fixed.
Under the current system, introduced in summer 2025, anyone visiting Comino must book one of three free daily time slots, with each slot capped at 4,000 visitors. Colour-coded wristbands are used to ensure compliance.
Abela also said Malta now welcomes more than four million tourists annually, adding that the government’s focus is shifting from increasing visitor numbers to improving the quality of the tourism experience.
