
MANDAUE CITY, Cebu — District Collector Alexandra Yap-Lumontad is set to vacate her post at the Bureau of Customs (BOC) Port of Cebu, leaving behind a strong revenue performance with collections for the first half of 2026 exceeding the target by more than P400 million.
From January to June 2026, the Port of Cebu collected P25 billion, surpassing its target by P448.73 million.
In June alone, the port generated P4.75 billion in revenues, exceeding its monthly collection target of P584.99 million.

“Every achievement we celebrated was never mine alone, it was the result of the dedication, integrity, and unwavering commitment of One Team Cebu,” Yap-Lumontad said in a statement.
Yap-Lumontad, who assumed as District Collector in November 2025, is set to vacate her post soon following her promotion to Service Director of the Financial Management Office of the Bureau of Customs (BOC).

“I leave with complete confidence that the Port of Cebu will continue to reach even greater heights because of the exceptional people who make this Port what it is.” she said.
“Thought my assignment may change, the Port of Cebu will always have a special place in my heart, and I will always be proud to have been part of One Team Cebu,” she added.
Significant milestones
Under her leadership, Yap-Lumontad led the Port of Cebu to significant achievements in revenue collection, trade facilitation, border protection, stakeholder engagement, and inter-agency collaboration, reinforcing its position as one of the Bureau’s top-performing collection districts.

“These achievements reflect the Port’s commitment to maximizing lawful revenue collection while facilitating legitimate trade,” the Port of Cebu said in an advisory.
In terms of operations, the Port strengthened trade facilitation by streamlining customs procedures, improving cargo clearance efficiency, ensuring accurate customs valuation and tariff classification, and enhancing compliance with customs laws and international standards.

The Port also intensified its anti-smuggling efforts, highlighted by the seizure of 11 forty-foot containers and 25 twenty-foot containers loaded with smuggled cigarettes valued at approximately ₱1.84 billion, alongside sustained enforcement actions against misdeclared and undervalued shipments.
In addition, the Port strengthened its partnerships with the business sector through regular stakeholder consultations and expanded coordination with law enforcement and regulatory agencies. These initiatives improved intelligence sharing and enhanced the effectiveness of border protection operations.
“These accomplishments reflect Collector Yap-Lumontad’s steadfast commitment to integrity, excellence, and public service,” the Port said.
