
MANILA, Philippines — Environmental compliance has steadily improved at the community level, driven by the Department of Environment and Natural Resources’ (DENR) Express initiative, which was launched in April 2026.
“The initiative supports President Ferdinand R. Marcos Jr.’s directive to make government services more accessible, efficient, and responsive to the needs of the public, particularly in far-flung and underserved areas,” Environment Secretary Juan Miguel Cuna said in a DENR statement on Tuesday.
DENR Express is a mobile service aimed at addressing longstanding barriers to accessing environmental permits. Since its implementation, the initiative has achieved measurable gains, not only in improving access to services but also in strengthening compliance with environmental laws and standards.

So far, the DENR has conducted 34 more Express deployments nationwide, assisting a total of 5,713 clients between April and May and speeding up the processing and issuance of 1,565 permits and clearances.

The permits or clearances most commonly issued were the Certificate of Non-Coverage, with 381 issued; Pollution Control Officer Accreditation, with 366; and Hazardous Waste Generators ID, with 227.
Efficiency gains
The direct deployment of technical personnel, along with on-site processing, has led to remarkable efficiency, particularly in administrative and minimal-impact clearances.
Compared to regular processing, PCO Accreditation sped up from a 14-day average processing time to two days — or a 12-day reduction. The processing time for Hazardous Waste Generators IDs was cut from seven to two days.
The DENR Express has also provided a total of 718 transactions, such as requests for assistance on the EMB online systems, legal concerns, and bill payments.

It has reduced travel time, costs, and administrative burdens for applicants, particularly micro, small, and medium enterprises (MSMEs), people’s organizations, and local government units.
By making permitting services more accessible, the DENR, through its Environment Management Bureau (EMB), enables individuals and businesses to actively participate in meeting environmental standards.

“Every permit we issue helps ensure that activities comply with environmental laws, from proper solid waste management to maintaining water and air quality standards,” Cuna explained.
He added that, as more stakeholders enter the formal regulatory system, the DENR was able to improve its monitoring activities, strengthen enforcement, and promote sustainable practices across sectors.
“The initiative is further strengthened through a whole-of-government approach, with close coordination among the DENR, local government units (LGUs), and partner agencies to ensure efficient service delivery and sustained compliance at the local level,” Cuna said.
Improved access, compliance
Unlike regular permitting processes, which often require clients to travel to centralized offices or navigate remote online systems, DENR Express brings services directly to local government units and Green Economy Model (GEM) sites, significantly cutting travel time and costs.
It also allowed for face-to-face validation of documents, enabling immediate clarification of requirements and faster processing of applications.
As one DENR Express user, Karen Santiago of Eastern Samar, said: “With the high prices of fuel, it’s better for the services of the government to be brought closer to the areas where the people can avail of the services directly. It will lessen the cost for transportation, and it will inform the people that government services prioritize the welfare of the people.”
The initiative makes it easier to comply with regulatory requirements.

According to Dante Pimentel of the Zamboanga Peninsula, who went to the DENR Express to apply for a Certificate of Non-Coverage and for Pollution Control Officer Accreditation: “The entire process was very fast. The EMB personnel assisted me right away, guiding me through each step of the process. I also learned how important these permits are in ensuring that all establishments comply with environmental requirements.” /atm
