
MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) on Thursday asked shopping mall operators to open their parking spaces for the public across Luzon for the expected effects of Typhoon Inday (international name: Bavi).
In a memorandum order dated July 9, 2026, the MMDA said that the request shall be effective on Thursday evening and shall remain “until the passage of the typhoon.”

“In anticipation of the projected strong winds and heavy rainfall due to Super Typhoon ‘Inday’ in Metro Manila and other provinces, all shopping mall operators are hereby requested to open the parking spaces in their facilities Luzon-wide to the public for overnight parking, as temporary safe parking spaces for vehicles,” the order, penned by MMDA chairperson Don Artes, read.

With this, MMDA in a separate advisory noted that the following malls are offering their free overnight parking for temporary parking spaces of those who need them:
SM Supermalls
Robinsons Malls
Vista Malls
Filinvest Malls
Festival Mall (Alabang)
Fora Mall (Tagaytay)
Main Square (Bacoor)
Westgate (Alabang)
Bloc 10 (Alabang)
South Station (Alabang)
The MMDA then advised motorists “to follow each mall’s parking guidelines and stay updated through the official announcements of the participating establishments.”

In a separate 11 a.m. weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that Inday slightly weakened as it moved northwestward over the Philippine Sea.

Inday was last seen 865 kilometers east of Northern Luzon as of 10 a.m. and was moving northwestward at 15 kilometers per hour (kph). It was carrying a maximum wind speed of 165 kph and gustiness of up to 205 kph.
Tropical Cyclone Wind Signal (TCWS) No. 2 was hoisted over Batanes while TCWS was raised over the following areas in Northern Luzon:
