
MANDAUE CITY, Cebu — A proposed ordinance granting a Service Recognition Incentive (SRI) to qualified barangay officials in Mandaue City has been approved on first reading by the City Council.
Association of Barangay Councils President and Mandaue City Councilor Dante Borbajo said the measure seeks to grant P50,000 to eligible barangay captains and P25,000 to qualified barangay councilors who have completed three consecutive terms without interruption.
He said only barangay officials who have served three straight terms without interruption will qualify for the proposed incentive, adding that those whose service was interrupted will not be covered by the measure.

According to Borbajo, the proposal aims to recognize the dedication and years of service of barangay officials who have continuously served their constituents.
“Pahalipay ni sa ilang serbisyo,” Borbajo said. (This is a gesture of appreciation for their service.)
He also said Mayor Thadeo “Jonkie” Ouano supports the proposal, along with members of the City Council, who approved the measure on first reading.
Borbajo added that the incentive, if approved, will be sourced from the city’s General Fund.

The proposed ordinance has so far been approved only on first reading and must still undergo second and third readings before it can be enacted into law.
He expressed hope that the measure will secure final approval in time for the incentives to be released before the November Barangay and Sangguniang Kabataan Elections.
