
MANILA, Philippines – The Department of Trade and Industry (DTI) has completed a P150-million packaging and labeling facility in Butuan City, built to help micro, small and medium enterprises (MSMEs) improve product quality and expand access to retail and export markets.
The facility, established under the agency’s Shared Service Facility (SSF) Program in partnership with Father Saturnino Urios University (FSUU), will officially open on July 13 during the start of the 2026 MSME Development Week.

Named “FSUU MIRACLE” (Modern Implementation for Revolutionizing Advanced Cutting-edge Layout and Excellent Printing Solution), the facility will serve as Caraga’s one-stop hub for packaging, labeling and commercial printing services.

According to the DTI, the facility will provide MSMEs in Caraga and the rest of Mindanao with access to packaging design, label development, commercial printing, die-cutting, packaging fabrication, prototype production and technical assistance on branding and packaging improvement.
“These services will help enterprises improve product presentation, comply with labeling standards, reduce production costs and expand opportunities in supermarkets, institutional markets, trade fairs, e-commerce and export markets,” the agency adds.
The project was developed through a partnership between the DTI and FSUU, formalized through a memorandum of agreement signed in March 2025.
Under the agreement, the university will provide the infrastructure and technical support needed to operate the facility.

According to the DTI, the project stemmed from a learning mission to the ProPak Asia trade exhibition in Bangkok in June 2024, where Trade Secretary Cristina Roque, then undersecretary for the MSME Development Group, led a Philippine delegation that included officials from DTI Caraga.

Roque and FSUU officials formally turned over the SSF projects on July 7.
Under the DTI’s SSF Program, the agency sets up shared production facilities equipped with industry-grade machinery, technology and technical support that MSMEs can use without making large capital investments.
