
MANDAUE CITY, Cebu — Heavier-than-usual traffic is expected along the Cebu South Coastal Road (CSCR) on Saturday night, July 11, as the nation’s girl group, BINI, stages its “Signals” concert in Cebu City, drawing thousands of fans to the venue.
To help ease congestion, Mayor Nestor Archival earlier announced the implementation of a temporary truck ban along the CSCR from 4 p.m. to midnight.
Meanwhile, the Cebu City Transportation Office (CCTO) said a Code Orange Exit Traffic Flow scheme will be implemented around SM Seaside City Cebu and the SM Seaside Arena starting at 8 p.m.

“To facilitate the safe and efficient departure of concert attendees, a temporary traffic management scheme will be enforced to maximize roadway capacity, minimize congestion, and maintain the continuous movement of vehicles exiting the venue,” the CCTO said in an advisory released on Friday, July 10.
“Motorists passing through the South Road Properties (SRP) are advised to expect heavier-than-normal traffic volume and temporary traffic control measures throughout the implementation of the exit traffic plan,” it added.
Traffic congestion during BINI concert
More than 25,000 spectators are expected to converge at the SM Seaside Arena for the sold-out “Signals” concert, the first major event to be staged at the newly opened venue.
The influx of concertgoers is expected to cause heavier-than-usual traffic along the Cebu South Coastal Road (CSCR) and nearby roads.
Talisay City Mayor Gerald Anthony Gullas said the temporary truck ban on the CSCR may also lead to heavier traffic congestion along Natalio Bacalso Avenue.

“If you’re planning to travel south tomorrow afternoon or evening, I suggest leaving a little earlier and giving yourself extra travel time. It will save you a lot of stress,” Gullas said in an advisory that he released Friday night.
Moreover, Gullas assured the public that they had also made the necessary preparations to help ease traffic congestion.
“On our end here in Talisay, rest assured that our Traffic, Disaster Risk Reduction and Management Office, and our PNP personnel will all be deployed throughout our area of responsibility to keep everyone safe,” he said.

Talisay City’s traffic management plan will be implemented simultaneously with the CCTO’s traffic plan, which includes the following:
A Code Orange Exit Traffic Flow will be implemented beginning at 8 p.m.
F. Vestil Street will serve as the primary exit corridor for vehicles leaving SM Seaside City Cebu and SM Arena.
A counterflow lane will be implemented along F. Vestil Street to increase Mambaling-bound traffic capacity.
Three (3) lanes of F. Vestil Street will be allocated for vehicles bound for N. Bacalso Avenue and C. Padilla Street, while one (1) lane will remain open for CSCR traffic.
A designated U-turn slot along F. Vestil Street (near Mitsubishi) will accommodate vehicles intending to return toward N. Bacalso Avenue and C. Padilla Street.
Vehicles bound for SRP Bypass Road, CCLEX, Plaza Independencia, and Cebu South (Talisay) shall be directed through the designated exit route via the SRP Bypass Road and El Pardo Junction (CDM/IL Corso).
Traffic enforcers, directional signage, and traffic barricades will be deployed at strategic locations to assist motorists and maintain a continuous traffic flow.
Emergency vehicles shall be given priority passage at all times.
