
LAPU-LAPU CITY, Cebu — A low-pressure area monitored outside the Philippine Area of Responsibility (PAR) has developed into a tropical depression with the international name “Haishen” on Monday, July 13.
The state weather bureau said it is “less likely” to directly affect local weather and sea conditions in the coming days.
As of 10 a.m. today, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) located the tropical depression 1,265 kilometers east of Eastern Visayas.
It packed maximum sustained winds of 55 km/h near the center, with gusts of up to 70 km/h.

In an advisory issued at 11 a.m. Monday, Pagasa said “Haishen” may enter PAR tonight or tomorrow morning.
Once it enters the country’s area of responsibility, it will be assigned the local name “Josie.”
The bureau said the weather system may intensify into a tropical storm within the next 12 hours but will weaken afterward due to unfavorable environmental conditions.

Pagasa added that while inside PAR, the tropical cyclone will move generally northward before turning north-northeastward.
It is forecast to exit PAR by Wednesday, July 15.
