
MANILA, Philippines—The state weather bureau on Monday warned residents in several parts of Luzon to remain vigilant for possible flooding as the southwest monsoon, locally known as habagat, continues to bring rains and thunderstorms across the island.
In a series of General Flood Advisories issued at 6 p.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) identified river systems in Metro Manila, the Cordillera Administrative Region (CAR), Ilocos Region, Central Luzon, Calabarzon, and Mimaropa that remain likely to be affected by rainfall over the next 12 hours.

The advisories, which are valid until 6 a.m. Tuesday, were issued as habagat remains the prevailing weather system affecting Luzon.

Areas under flood advisories
Pagasa forecast light to moderate rains with thunderstorms across most of the affected areas. In Central Luzon, particularly Bataan and Zambales, moderate to occasionally heavy rains are expected, increasing the likelihood of rising river levels.
The advisories cover all rivers and streams in Metro Manila, as well as major river systems and tributaries in the following areas:
CAR: Benguet, Mountain Province, and Ifugao;
Ilocos Region: La Union, Ilocos Sur, Pangasinan, and Ilocos Norte;
Central Luzon: Bataan and Zambales;
Calabarzon: Rizal, Laguna, Cavite, Batangas, and Quezon; and
Mimaropa: Oriental Mindoro, Occidental Mindoro, and Palawan.
In Calabarzon, Pagasa said rivers in—including the Upper Marikina and Kaliwa river systems in Rizal and the Pagsanjan River in Laguna—remain among those likely to be affected by continued rainfall.
The weather bureau likewise identified several river systems in the Ilocos Region, including those in La Union, Ilocos Sur, Pangasinan, and Ilocos Norte, while advisories for Central Luzon cover rivers in Bataan and Zambales.

Meanwhile, the Mimaropa advisory includes river systems in Oriental Mindoro, Occidental Mindoro, and Palawan.

For CAR, Pagasa said all rivers and tributaries in Mountain Province and Ifugao, as well as rivers in Benguet, remain under close monitoring. It also warned residents in the region to stay alert for possible flash floods and landslides.
Pagasa advised residents living near mountain slopes, riverbanks, waterways, and low-lying communities within the identified river systems to take the necessary precautionary measures. Local disaster risk reduction and management councils were likewise urged to continue closely monitoring conditions in their respective areas.
Habagat continues to affect Luzon
The advisories also came as Pagasa said in an earlier weather bulletin that the southwest monsoon remains the country’s dominant rain-bearing weather system, even as Tropical Depression Haishen approaches the Philippine Area of Responsibility (PAR).
According to Pagasa, Haishen may enter PAR within 24 hours and will be assigned the local name Josie once inside the country’s monitoring area. However, the tropical cyclone is not expected to directly affect the country in the coming days, with habagat remaining the primary source of rainfall over much of Luzon.
“We are not expecting continuous heavy rainfall, but brief periods of heavy rain are still possible. Again, we advise the public to remain cautious,” Castañeda-Carpio said.

Pagasa advised the public to continue monitoring official weather forecasts and flood advisories, particularly those living in flood-prone and landslide-prone areas, as weather conditions may change with the continued influence of the southwest monsoon. /mr
