One of the defining secrets behind Governor Ahmadu Umaru Fintiri’s success in governance is his approach to resource management; particularly in the distribution, application, and generation of public resources.
Since assuming office in 2019, the Fintiri administration has recorded remarkable interventions across virtually every sector of the state’s economy and public service.
Infrastructure, education, healthcare, security, agriculture, water supply, rural electrification, housing, humanitarian services, youth and women empowerment, civil service welfare, media, market development, livestock, sports, and other critical sectors have all benefited from government projects and programmes.
Despite the state’s limited financial resources, the administration has ensured a fair and strategic distribution of available resources, allowing every sector to experience meaningful development.

Equally important is the administration’s method of applying those resources. Rather than allocating funds arbitrarily, projects are selected based on careful research, analysis, and the actual needs of communities. Priority is consistently given to essential needs before secondary wants. For instance, if a community requires school renovation, road rehabilitation, and improved security, the government prioritises security because without peace and safety, neither schools nor roads can effectively serve the people. This needs-based approach has ensured that public funds deliver the greatest possible impact.
Another major pillar of the Fintiri administration’s success is its commitment to increasing internally generated revenue (IGR). Since 2019, Adamawa State has recorded significant improvements in revenue generation through deliberate fiscal reforms.
In 2019, the state’s IGR stood at approximately ₦6.2 billion. By 2024, it had risen to about ₦16.2 billion, representing an increase of over 161 percent within five years. The state has also demonstrated improved budget performance. As of September 2025, revenue realised was approximately ₦235 billion, while the 2026 approved budget stood at about ₦583 billion, with recurrent expenditure estimated at roughly ₦210 billion. These figures reflect growing fiscal capacity and an ambitious commitment to infrastructure and social development.
The remarkable improvement in revenue generation has been driven by reforms such as the automation of tax collection, expansion of the tax net to include more participants in the informal sector, elimination of revenue leakages, deployment of digital innovations, and stronger compliance enforcement by the Adamawa State Board of Internal Revenue Service.
Ultimately, the success of the Fintiri administration is not merely measured by the number of projects executed, but by the philosophy that guides governance. Through responsible resource management, strategic planning, prudent allocation of funds, and a commitment to ensuring that development reaches every sector and every community, Governor Ahmadu Umaru Fintiri has established a model of governance that maximises limited resources to deliver tangible and inclusive development for the people of Adamawa State.
