
MANILA, Philippines – Valid Certificates of Public Convenience (CPCs) will automatically be converted into Authority to Operate Certificates (ATOCs) without the need to file an application for renewal or conversion, the Land Transportation Franchising and Regulatory Board (LTFRB) said on Tuesday.
According to the agency, this is in line with the LTFRB Memorandum Circular No. 2026-049, which underscores that the validity of CPCs for transport network vehicle services (TNVS) is extended to five years under the ATOC. A CPC is a permit issued by the LTFRB to authorize the operation of a franchise of a public transport vehicle.

“Pursuant to Section 14(a) of Memorandum Circular No. 2026-049, all Certificates of Public Convenience (CPCs) authorizing the operation of TNVS, as well as CPCs covering authorized units powered by non-internal combustion engines (non-ICE), which were valid and subsisting upon the effectivity of the Circular, are deemed automatically converted into Authority to Operate Certificates (ATOCs), without the need to file an application for renewal or a motion for conversion,” an advisory released by the agency dated Tuesday read.

The advisory also noted that even those CPCs of operators nearing expiration do not need to be renewed since their CPCs have already been converted into ATOCs. However, if an operator wants to have a formal copy of the converted ATOC, they should file a manifestation to request for it with the Legal Division of the LTFRB or the Legal Section of the Regional Franchising and Regulatory Office.

“For clarity, CPCs that had already expired with a duly filed application for renewal, been canceled, revoked, suspended, or otherwise ceased to be valid and subsisting before the effectivity of Memorandum Circular No. 2026-049 are not covered by the automatic conversion under Section 14(a),” the agency added.
LTFRB chairperson Atty. Vigor Mendoza II said that the said memorandum circular reinforces the ease of doing business in renewing CPCs to provide convenience for the TNVS sector.
“Our compliance with President Marcos’ order to find ways to make it easier for our clients, the operators and drivers of public utility vehicles, is on the right track. In this case, we are informing the TNVS sector that they do not need to file an application for renewal or a motion for conversion under ATOC,” Mendoza said in a separate press release. /jpv
